DESCRIPTION:Jeff Elasky joined the Edina Police Department as a reserve off
 icer in 1986 and worked his way up through the department ranks for the pa
 st two decades. After serving as a reserve officer\, he became a community
  service officer before working as an animal control officer. He served as
